Description:

Abstract:: This GIS data set represents the Florida approximate state waters line, based on the Submerged Lands Act. As interpreted from the U.S. code, the Submerged Lands Act gives states authority to control the use of resources from state submerged lands, which include lands under estuarine waters out to the Federal-State boundary delineated by the Minerals Management Service.
Purpose:: This GIS data set represents the approximate outer extent of Florida waters for general mapping purposes and analyses. Not intended for legal use.
Supplemental_Information:: Prior to July 1, 2004, the Fish and Wildlife Research Institute (FWRI) was known as the Florida Marine Research Institute (FMRI). The institute name has not been changed in historical data sets or references to work completed by the Florida Marine Research Institute. The institute name has been changed in references to ongoing research, new research, and contact information.

As interpreted from the U.S. code, 43 U.S.C. 1301 - 1315, the Submerged Lands Act gives states authority to control the use of resources from state submerged lands, which include lands under estuarine waters out to the Federal-State boundary delineated by the Minerals Management Service. The Submerged Lands Act's geographic coverage was developed from two existing data sets: (1) ESRI's detailed states layer (1:100,000) from 2001 and (2) the Federal-State boundary for the continental U.S. distributed by the Minerals Management Service (<http://www.mms.gov/ld/Maps.htm>). The Federal-State shapefile was downloaded from MMS for each region (Atlantic, Gulf, and Pacific) and merged into one shapefile after reprojecting the Gulf Federal-State shapefile from NAD27 to NAD83. A polygon shapefile was created that extended from the Federal-State line to an arbitrary distance inland of all estuaries and other coastal features represented in the ESRI states layer. Lateral boundaries were created at the southern borders of Texas and California and the northern borders of Washington state and Maine to extend the polygon coverage from the Federal-State line to the shoreline of the ESRI state layer. These lateral boundaries were based on best available information, but should not be interpreted as official boundaries. The Erase tool in ArcGIS was used to remove the terrestrial lands represented in the ESRI states layer to derive a polygon representing the state waters of the continental U.S.

FWRI staff downloaded the Submerged Lands act shapefile from NOAA's Legislative Atlas Web site. This shapefile was originally in polygon format, so it was converted to lines. All attributes from the source polygon were applied to the lines, except empty (blank) attributes were deleted. FWRI staff extracted only the linework representing the state of Florida's boundary. This information was projected to Albers and loaded to ArcSDE.
