The Southwest Florida Water Management District (SWFWMD) is responsible for the protection and management of natural systems and water quality within its geographic boundaries. One component of evaluating the ecological health of coastal ecosystems is to map and monitor submerged aquatic vegetation (SAV) communities. This project is a continuation of previous efforts to determine the status and trends (if any) of SAV resources in the coastal waters of the District. The results of this effort will be used to determine the performance of ongoing efforts to improve water quality and quantity in coastal waters of the District.The dataset serves as documentation of the seagrass habitat within St. Joseph Sound and Clearwater Harbor, Tampa Bay, Sarasota Bay, Lemon Bay and Charlotte Harbor as it existed in January 2010. Seagrass data were photointerpreted from 2010 1:24,000 scale natural color aerial photography and classified using the SWFWMD modified FLUCCS classification system. Horizontal accuracy of meets NMAS for 1:12,000 scale maps. The minimum mapping unit for classification was 0.5 acres.
Purpose:
Creation of a 2010 seagrass map from 1:24,000 scale natural color aerial photography that is consistent with and aligned to the previous 2008 seagrass map. This data was produced for the SWFWMD's "2010 Seagrass Distribution from Tarpon Springs to Boca Grande" project.

The positional accuracy of this data meets USGS NMAS for 1:12000 scale maps. This data has a minimum classification accuracy of 90% for all categories. Mapping conventions applied to the delineation and classification of seagrass categories were: 1) Outer boundaries of beds are more important than internal structure (patchiness, shapes of sand patches within beds). 2) Outer boundaries of beds are more important than density categorization within beds. 3)Minimum Mapping Unit (MMU) is 0.5 acres. It is more important to include small isolated patches than similar sized patches that were a part of a large matrix. Care shold be taken in mapping small areas of seagrass when only a small amount of seagrass is present, e.g. around a spoil island.
a. When deciding whether an area with patches of seagrass was one polygon of patchy seagrass or individual seagrass polygons, apply guideline 3 with a MMU of 0.5 acres. Err on the side of lumping except in areas where small patches are the only seagrass present.
b. If an area has a few patches, all <0.25 acres, include the polygon of patchy seagrass if the total seagrass area is >0.5 acres. Err on the side of including these rather than excluding them.

The District performed an accuracy assessment on the data to compare in-field classification to photointerpreted map classification. Random sample points of polygons coded were generated and were located in the field with a Global Positioning System (GPS). A 90% accuracy rating for seagrass categories based on the randomly selected seagrass sample points was required.
Logical_Consistency_Report:
Comparison of the completed seagrass coverage with other data of similar accuracy was performed. The 2010 Seagrass coverage was compared to the 2008 Seagrass coverage so that the differences between the coverages could be analyzed. This was done during photointerpretation and quality assurance.
Polygon topology present. All polygons were tested for slivers. Every polygon has a label, there are no multiple labels within polygons, there are no contiguous polygons.

Horizontal accuracy of the data corresponds to the positional accuracy of the aerotriangulated photography that was controlled by GPS survey control points. Digital linework was reviewed over the 2010 seagrass data and positional accuracy checked by navigating to features using coordinates selected from aerotriangulated photography for comparison to linework data collected representing those features.

The current photointerpretation key contains examples of all FLUCCS classification types delineated for the study and includes both textural descriptions of the classification types along with several aerial photo clips clearly delineated to show users the seagrass signatures on the photos.

Photointerpretation
Photointerpretation for the project was accomplished using heads up photogrammetric techniques.
Photointerpreters utilized previously collected field data and in-process collection of field data along with other available collateral data to assist in their interpretation. Throughout the photointerpretation process, positional accuracy of seagrass boundaries was maintained according to the photographic signatures apparent on the photography. The following coding and classification system was applied during photointerpretation:

Classification Conventions
The following classification conventions were used in order to ensure consistency of delineation:
Bays and Estuaries are delineated using code of 5400. All permanently flooded, open water, non-vegetated areas within the study area to the brackish seaward limits.
Marine (Gulf of Mexico) are delineated using code of 5700. Includes only the marine open waters of the Gulf of Mexico. Marine (5700) was separated from Bays and Estuaries (5400) by dividing lines extending across the mouths of inlets that join the two classification types.
Tidal Flats areas are delineated using code of 6510. Tidal Flats are areas of sand or mud that are exposed at least once during the year or are capable of supporting seagrass populations for that segment of the water body (i.e. approximately six feet of depth).
Non-Swimming Beaches are delineated using code of 7100. Isolated strands of open (non-vegetated) sand, not typically accessible (on islands and fringes).
Continuous, dense seagrass beds are delineated using code of 9116. These areas exhibit a continuous and uniform signature. Small, (less than one-quarter acre) sandy bottom features may be interspersed within the bed, but these areas are not dominant. Areas that appear as continuous beds of seagrass communities, regardless of species composition, will be mapped.
Patchy seagrass beds are delineated using a code of 9113. This category appears as singular, isolated patches of seagrass or extensive areas of patch strands mixed with open bottom. Typically these areas appear as rounded clumps, or as elongated strands mixed with sand.
Attached Algae are delineated using code of 9121. Only pure stands of green algae, Caulerpa prolifera, are mapped. All polygons mapped as algae (9121) are field verified during the mapping process. When Caulerpa prolifera co-exists with seagrass beds, only the grass is mapped where beds of attached algae may be distinguishable from seagrass. Where feasible, they should be mapped and field verified if >10% cover.
While performing the photointerpretation for this project, the following guidelines were used: A. The outer boundaries of beds are more important than internal structure (patchiness, shapes of sand patches within) of beds. B. The outer boundaries of beds are more important than density categorization within beds. C. The minimum mapping unit is .5 acres. It is more important to include small isolated patches than similar sized patches that are part of a larger seagrass complex. Care is taken in mapping small areas of seagrass when only a small amount of seagrass is present, e.g., around a spoil island. Under this guideline, small isolated (i.e. Stand alone) patches of seagrass will be mapped wherever visible on the photography. Within patchy (9113) seagrass beds each .5 acre "patch" is not mapped individually because the entire bed is the mapped object.

Quality Assurance and Quality Control
Photo Science, Inc. has established, documented, implemented and maintains a thorough quality control system.
Photo Science's Quality Control techniques are designed to ensure products/materials provided by Photo Science are subject to adequate control of quality to ensure customer satisfaction. The techniques are designed to prevent discrepancies from occurring and are enforced with positive corrective action when necessary.
Quality control reviews were ongoing throughout the project. The datasets were examined for adherence to mapping conventions, the PI Key, spatial and classification accuracy, and photointerpretation consistency. Below is a description of the quality control steps that were used for the SWFWMD 2010 Seagrass Distribution from Tarpon Springs to Boca Grande" Seagrass Mapping project.
Aerial Photography Quality Assurance
Upon receipt of the 2010 aerial photography, Photo Science inspected them for tonal balance and contrast, complete areal coverage, and defects prior to acceptance.Inspections were performed looking for smears and other indications of problems within the digital orthophoto creation process. The created tiles are reviewed again for anomalies and interactive radiometric adjustment applied where needed. The final product was GeoTIFF format digital orthos.
Control Point, Aerotriangulation and Positional Accuracy
Compliance with the accuracy standard was ensured by the collection of photo identifiable GPS ground control after the acquisition of aerial imagery. The following checks were performed. 1. The ground control and airborne GPS data stream were validated through a fully analytical bundle aerotriangulation adjustment. 2. The DMC data was checked against the project control. The technician visited and confirmed the accuracy of the points during initial processing. 3. Digital orthophotography was validated through an inspection of edge matching and visual inspection for image quality.checked and approved by a photogrammetrist prior to stereocompilation.
In-Process Photointerpretation Quality Assurance
Photo Science's Project Manager and the designated QA Photointerpreter systematically reviewed seagrass delineations and classifications interpreted from the aerial photographs. During quality control review using ARC/GIS software, the QA Photointerpreter reviewed the seagrass delineations interpreted on the aerial photographs. The original photointerpreter completed the required revisions and resubmitted the data to the QA Photointerpreter. The work was checked again by the quality assurance photointerpreter prior to delivery. Comparison of the completed seagrass coverage with other data of similar accuracy was performed. The 2010 Seagrass geodatabase was compared to the 2008 Seagrass dataset so that the differences between the datasets could be analyzed. This was done during photointerpretation and quality assurance.
GIS Quality Control
The quality of the ArcGIS digital data was monitored by a combination of manual and automated analyses. A set of automated quality control programs were used to check for errors, such as missing polygon label points, label points with no attributes, invalid attribute codes, missing attributes within the info tables, and two adjacent polygons with the same attributes.

Unique identifiers (record numbers) for resulting polygons were assigned automatically by the system according to normal ARC/GIS conventions.
