Abstract:
Freshwater wetland features located within the Tampa Bay Estruary watershed as determined in 2007.
Purpose:
The dataset was created to represent upland wetland coverage within the Tampa Bay Estuary watershed as it existed in 2007. The intention is to use this dataset in conjunction with the historic wetlands dataset to help determine wetland loss and gain within the area over time in order to guide current and future restoration efforts in order that that may help restore conditions closer to those of historic times.

The wetland features within this dataset were extracted from the Southwest Florida Water Management District's 2007 Land Use/Land Cover layer. FGDC compliant metadata forthcoming.

The 2006 Land Use/Classification dataset was used as the base starting point, in the creation of the 2007 Land Use/Classification dataset. Photointerpretation (at a scale of 1:8,000) and edits (at a sclae of 1:6,000) were performed on the 2007 Land Use/Classification dataset directly on screen. Quality Control (QC) was performed on screen.

Visual inspection of the 2007 linework over the 1ft digital aerial photographs, at a scale of 1:8,000, was used to verify the positional placement of the linework. The 2006 land use and land cover data was used as reference data. Photo interpretation, editing and QC (quality control) were performed directly on screen. Data is estimated to be compliant with the National Map Accuracy Standards for 1:12,000, estimated +/- 33.3 feet. The goal of this project was to update the existing 2006 land use and land cover data layer using the 2006 1ft digital aerial photographs that meet or exceed National Map Accuracy Standards for 1:12,000. Land use and land cover boundaries are not always well defined, however, given the use of ancillary data sources (e.g. soils data or National Wetlands Inventory) to determine feature boundaries, it is expected that data acreage should be accurate.

Wetland structure was calculated based on FLUCCS value. Features with FLUCCS values of 6100, 6110, 6120, 6130, 6150, 6160, 6200, 6210, 6230, 6240 or 6300 were determined to be 'Forested' wetlands. Features with FLUCCS values of 6400, 6410, 6411, 6420, 6430, 6440, 6450 or 6500 were determined to be 'Non-Forested' wetlands. All features matching the above criteria were recorded as such in the STRUCTURE field and exported to a separate 2007 wetlands shapefile.

The current USGS National Hydrography Dataset was used to determine wetland functional association. Flowline features from the NHD were clipped to the Tampa Bay watershed polygon and then buffered to a distance of 100 meters. Waterbody features having a FTYPE value of 390 (Lake/Pond) were selected out, clipped to the watershed polygon and buffered to a distance of 30 meters. Wetlands having a Riverine functional association were determined by intersecting the wetlands with the buffered NHD flowlines. Any wetland features that shared a boundary with the buffered flowlines were recorded as "Riverine" in the FUNCTION field.
In order to capture additional adjacent riverine features which are part of a riverine system but do not directly intersect a flowline feature within 100 meters, all features that share a boundary with previously identified riverine features are identified and also recorded as 'Riverine' in the FUNCTION field. Wetlands having a Lacustrine functional association were determined by intersecting the wetlands with the buffered NHD waterbodies. Any wetland features that shared a boundary with the buffered waterbodies were recorded as "Lacustrine" in the FUNCTION field.
In order to capture additional adjacent lacustrine features which are part of a lacustrine system but do not directly intersect a waterbody within 30 meters, all features that touch a boundary with previously identified lacustrine features are identified and recorded 'Lacustrine' in the FUNCTION field. It was determined that when confronted with overlapping Riverine and Lacustrine features, Riverine would be considered the dominate wetland function. Any features that were identical to the Riverine features were removed from the Lacustrine wetland layer. It was also determined that a true lacustrine system (including adjacent lakes) is considered greater than >= 20acres. Any features that did not intersect either of the NHD layers (or lacustrine < 20 acres) had their functional association recorded as "Other".

It was determined that polygon features from the original 2007 LULC that were recorded as "extractive" lands should be reviewed for inclusion in this final wetlands layer. Mosaic Fertilizer provided to USF shapefiles representing existing and planned wetlands created in the post-mining landscape within southeast Hillsborough county and southwest Polk county. EPC staff familiar with the mining and reclamation process as well as many of the lands in question reviewed the data provided by Mosaic to ascertain which post-reclamation wetlands were created and functioning as wetlands as reflected in the 2007 aerial coverage provided by SWFWMD. These wetlands were then categorized as forested or nonforested, and as riverine, lacustrine (lakes 20 acres or greater) or as 'other'. Categorizations were based on the condition of the wetland as of 2007, but where information was available regarding the final design (i.e. target community), this information was included as well.
EPC staff then reviewed the extractive lands to ascertain if any additional wetlands that were not impacted by mining activity and should be included in the study. These wetlands were identified by comparison of historic and current aerial imagery, review of the USDA Soil Survey (via GIS layer), and by personal knowledge of some sites by staff. The boundaries were digitized at a scale sufficient to clearly identify the boundary (but no greater than 1:5000) and the polygons categorized as above.
These features were then appended to the final 2007 wetlands dataset by USF Staff.
