Abstract:
This dataset contains 2017 Law Enforcement Correctional Facilities Information for the State of Florida. It is a combination of sources including existing County, District, and State specific point datasets, and facility addresses from (1) the Florida Department of Law Enforcement, (2) the Florida Department of Corrections, (3) the Florida Department of Juvenile Justice, (4) Federal Bureau of Prisons, and (5) Facilities individual websites online. The data contains selected fields denoting the physical address, number, regions, and contact information for Law Enforcement Correctional Facilities and Agencies located in Florida. Law Enforcement Correctional Facilities and Agencies in this dataset consist of Major Correctional Facilities (Prisons), Jails, Road Prisons, Work Release Centers, Work Camps, Juvenile Facilities, Federal Facilities and other correctional facilities. This data is meant to be used for planning purposes only and is not intended to represent a 100% inventory of correctional facilities. Correctional facility locations that have been verified are marked with the letter V in the FLAG field. This dataset is an update to the GC_CORRECTIONAL_FEB13 layer.
Purpose:
The data was created to serve as base information for use in GIS systems for a variety of planning and analytical purposes.

What is Geocoding? Geocoding is term used to describe the act of address matching. Geocoding is the process of finding a geographic location (x, y point) for an address (such as street number and name, city, state, and ZIP Code) on a map. Geocoding is based off the typical address scheme for the US, in which one side of the street contains even house numbers while the other side of the street contains odd house numbers.
The geocoding process uses an algorithm to find the geographic location of addresses. First, a street segment is identified using the zip code and street name. Next, the geographic location of the address is matched using the building number to determine how far down the street and on which side of the street the building is located.
Geocoding Accuracy The locational accuracy of geocoded addresses may vary from urban to rural areas due to the algorithm used to generate the geographic locations of addresses. The algorithm assumes that the size of parcels are equivalent along a road route. This assumption tends to be more consistent in urban areas, where the size of parcels vary less than in rural areas. Consequently, the results of geocoded addresses in urban areas are usually more reliable than those in rural areas.
For example, the locational accuracy of rural addresses can be slightly off because some parcels along a rural route may be 15 acres while others may be 2.5 acres, but the geocoding algorithm assumes that the addresses are distributed evenly along the route.

The GeoPlan Center performed the following steps in order to create the 2008 statewide law enforcement correctional facilities data layer.
14 Different Sources Comprise the Law Enforcement Correctional Facility Dataset.
The following sources were either reprojected to the FGDL Albers NAD83 HPGN map projection or if no spatial data existed they were geocoded to a statewide 2007 TeleAtlas Streets dataset.
Once the point sources were created via geocoding or reprojected they were merged into one statewide layer.
Record (facility) duplications were removed by manually viewing the table for each of the 67 counties. Where record duplication existed source information of previously corrected FDOT Districts and Regional Planning Council data took preference followed by, County data, and finally geocoded data.
Below are the data Sources as described in the Source field in the attribute table.

GeoPlan collected the information in this dataset from the Florida Department of Corrections website (<http://www.dc.state.fl.us/facilities/ciindex.html>) in July of 2007.
Tabular data was taken from the Summary of Florida State Correctional Facilities (<http://www.dc.state.fl.us/pub/annual/0506/facil.html>) and from an official FDOC spreadsheet of locations and contact information. Only facilities listed as major institutions were used in this dataset. That list, broken up by prison facility region, can be found here: (<http://www.dc.state.fl.us/facilities/ciindex.html>).
Facilities were geocoded and individually verified using high resolution imagery. 66 out of 72 records were manually edited to better represent the location of the prison facility.

Once its location was verified appropriate attributes were updated. Facilities no longer deemed operational were removed from the layer. Facilities that have been opened since the last update were manually added. Of the remaining 326 feature, 325 were visually verified. Some minor table restructuring was done to reflect the current table syntax used by GeoPlan.
Once a point was moved to the proper location, the corresponding parcel(s) were extracted from the 2010 statewide parcel geodatabase (gc_correctionalbnd_nov12). These parcels were assigned the same GeoPlan ID given to the correctional facility's point. Appropriate attributes were extracted from the parcel database and added to this point layer. Additional attributes were added to capture information pertaining to the facility's accompanying parcel including COMMON_USE, USE, and LINK. If a correctional facility is associated with more than one parcel, the information from the parcel deemed primary was used to calculate the fields. These variables as well as, ACRES, and, AYRBLT were updated using the information in the parcels layer. The USNG_FL_1K, LAT_DD, and LONG_DD were also recalculated to account for any spatial changes during the update.

-Four sources were used to add new or missing facilities. A total of 12 correctional facilities were added. All new records were given a unique GCID. The final point layer was spatially joined to the 2015 statewide parcel layer, and the GCID field was populated with a unique ID linking each point feature with its corresponding polygon layer feature, GC_CORRECTIONAL_JUL16.

Prisons with fences, razor wire or ribbon, electronic detection systems, perimeter towers with armed correctional officers and/or officers in roving perimeter vehicles. Most of these inmates do not reside in cells, but in open bay dormitories with bunk beds. Some exceptions include those confined for disciplinary or security reasons, and those on death row. These facilities are divided into seven levels of security ranging from minimum custody facilities to maximum custody facilities. About 85% of the Florida prison population is housed in a major institution.

Minimum to medium custody facilities, surrounded by fences and razor ribbon. Inmates are usually transferred to a work camp after completing part of their sentences at a correctional institution and demonstrating satisfactory adjustment. Most of these work camps are located next to correctional institutions enabling the sharing of facilities like laundry and health services. The inmates housed at these facilities may be assigned to community and public work squads. Their jobs include cleaning up roadways and right-of-ways, grounds and building maintenance, painting, building construction projects, moving state offices, and cleaning up forests.
