Abstract:

This GIS data set represents DEP Ecosystem Management Areas (EMA) for the state of Florida. This is the most recent update available as of 2/2002. The management boundaries were created by FDEP Bureau of Information Systems in 1995 by synthesizing natural and cultural boundaries such as political jurisdictions, drainage basins, canals, roads and soils.

Purpose:

To spatially represent the Ecosystem Management Areas of Florida. EMAs are the geographical units of DEP's Ecosystem Management Philosophy.

Supplemental_Information:

Prior to July 1, 2004, the Fish and Wildlife Research Institute (FWRI) was known as the Florida Marine Research Institute (FMRI). The institute name has not been changed in historical data sets or references to work completed by the Florida Marine Research Institute. The institute name has been changed in references to ongoing research, new research, and contact information.

NOTES ON DERIVATION: Areas were pulled from basin coverage where applicable. Political Boundaries, Roads, and Canals from 100k dlg were used to supply EMA boundaries where applicable. The Central Florida Ridge was obtained from the STATSGO generalized soils coverage.
EXPLANATION OF PROCEDURES USED TO TRANSFORM THE DATA (verbal description, algorithms, projection, commands, etc., as needed)
The USGS basin coverage was copied from the DEP GIS library, and certain lines deleted to conform to the proposed EMA boundaries. Additional linework was added from other DEP GIS library layers in ARCEDIT using the GET and PUT commands. Snap and fuzzy tolerances were kept small to minimize changes to line shape and position.
Changes made 01/14/97: (using ARCEDIT/7.0.4)
Perdido River and Bay EMA/Greater Pensacola Bay EMA: the Southeast boundary of the Greater Pensacola Bay EMA was adjusted using selected DOT roads for the EMA boundary. Specific roads were added using the PUT command. Unwanted arcs were then deleted to produce the new EMA boundary.
St. Andrew Bay EMA/Choctawhatchee Bay and River EMA: the Southeast boundary of the St. Andrew Bay EMA was adjusted using selected DOT roads for the EMA boundary (using the same procedure stated above).
Greater Apalachicola EMA/Ochlockonee - St. Marks EMA: the Southeast tip of the Greater Apalachicola EMA was adjusted by splitting the EMA polygon with an arc and then deleting the previous boundary arcs.
Greater Charlotte Harbor EMA/Caloosahatchee To Lee Coast EMA: the Southwest corner of the Greater Charlotte Harbor EMA was adjusted by adding an arc which divides Charlotte Harbor between the two outer islands. The previous EMA boundary was then deleted to reflect the update.
Withlacoochee River EMA/Nature Coast EMA: the Northwest tip of the Withlacoochee River EMA was expanded and extended to the Gulf of Mexico. The North boundary was updated using the PUT command and the HUC Basin coverage from the water_state library. The South boundary was updated using the water-100-ln coverage from the water_county library as a reference. The South boundary flanked the Withlacoochee River and the Cross Florida Barge Canal to the coast. The previous EMA boundary arcs were then deleted to reflect the changes.
Springs Coast EMA/Greater Tampa Bay EMA: the Southern tip of the Springs Coast EMA was adjusted using the PUT command and the basin-24 coverage from the boundary_county library. An arc was added to the Springs Coast EMA boundary using a basin boundary in order to append the southern tip of the Springs Coast EMA to the Greater Tampa Bay EMA. The previous EMA boundary arcs were deleted.
Changes made 09/12/97 using ARCEDIT 7.1.1:
Southwest Coast EMA/Caloosahatchee to Lee Coast EMA/South Florida EMA: The Northern border of the Southwest Coast EMA was modified to follow the Everglades-West Coast HUC boundary. The Eastern border of the EMA was expanded to follow the L28 canal which lies east of the South DEP District border. At the end of the L28 canal the Southwest Coast EMA border follows the Everglades-West Coast HUC boundary South until reaching the point at which the HUC boundary turns West. At this point, the Southwest Coast EMA boundary was hand-drawn at the request of Ilene Barnett, Ft. Myers DEP District Office Southwest Coast EMA manager. The line is a curved line which extends Southwest to the Gulf of Mexico. This line is to represent the southern border of the Big Cypress Basin.
Five sections were added to the South Florida EMA: "Everglades Agricultural Area", "Taylor Creek", "Fisheating Creek", "Lake Okeechobee", and the "Lower East Coast". The Greater Everglades section was renamed to "Central Everglades" and the Greater Kissimmee/Lake Okeechobee section was renamed to "Kissimmee River". The new sections that were added to the South Florida EMA were delineated to follow the hydrography of the area. All of the new sections follow either ditches and canals or HUC boundaries.
