Abstract:
This GIS data set comprises a portion of the Gulf-Wide Information System (G-WIS) database for the entire coastal zone of Florida and the lower St. Johns River. These data characterize coastal environments and wildlife resources for environmental planning and natural resource management purposes. The G-WIS data include three main components: Shoreline habitats, sensitive biological resources, and human-use resources. This data set contains sensitive biological resource data for birds (Composite Objects).
In this file the base data have been joined to the BIOGWIS dbf file.
Purpose:
The G-WIS data are updated and re-formatted Environmental Sensitivity Index (ESI) data published from 1995-2003. The ESI data were collected, mapped, and digitized to provide environmental data for oil spill planning and response and other environmental planning and natural resource purposes. The Clean Water Act with amendments by the Oil Pollution Act of 1990 requires response plans for immediate and effective protection of sensitive resources.

Prior to July 1, 2004, the Fish and Wildlife Research Institute (FWRI) was known as the Florida Marine Research Institute (FMRI). The institute name has not been changed in historical data sets or references to work completed by the Florida Marine Research Institute. The institute name has been changed in references to ongoing research, new research, and contact information.

The ESI and G-WIS databases were developed to provide summary information on sensitive natural and human-use resources for the purposes of oil spill planning, environmental planning, and natural resource management. Although the G-WIS database should be a valuable planning and resource management tool, it should not be used to the exclusion of other pertinent data or information held by state or federal agencies or other organizations. Likewise, information contained in the database cannot be used in place of consultations with environmental, natural resource, and cultural resource agencies, or in place of field surveys. Also, this database and related map products should not be used for navigation. Recognize that the information contained in the G-WIS database represents known concentration areas or occurrences of natural, cultural, and human-use resources, but does not necessarily represent the full distribution or range of each species or resource. The attribute accuracy is estimated to be "good" given the years of ESI experience, the data input methodology, the quality control review sessions, and the digital logical consistency checks.
Logical_Consistency_Report:
The hardcopy biological information was originally compiled onto 1:24,000 U.S. Geological Survey (USGS) topographic quadrangles and data tables under a previous contract. In 2001, new digital and hardcopy data sources were imported, projected, checked for quality control, and integrated into the spatial data structure (for selected resources). Updates were made using current data sources and local experts to replace subsets of the original data. The data from the first edition GWIS and those that were updated under this project were checked using both digital and on-screen procedures. To finalize the data checking process, each data layer was checked using standardized forms by two GIS personnel (a technician and the GIS manager), and each attribute database was checked using several programs which test the files for missing or duplicate data, rules for proper coding, GIS topological consistencies (such as dangles, unnecessary nodes, etc.), and MICROSOFT SQL SERVER(r) to ARC/INFO(r) consistencies. A final review is made by the project manager using data converted to ArcView(r).
Completeness_Report:
Seven major categories or ELEMENTs, of biological resources were considered during data compilation: BIRDS; FISH; HABITATS; INVERTEBRATES; MARINE MAMMALS; REPTILES and TERRESTRIAL MAMMALS. Fish were only covered in the St. Johns River system. The ELEMENTs generally correspond to the coverage or geographic data layer names. There are also seven attribute, or data tables, ACTIVITY, BIORES, BREED, SEASONAL, SOURCES, SPECIES, and STATUS, that are used to store the complex biological data. The biological complex polygon coverage (BIRDS) is linked to the Biological Resources table (BIORES) using the item RARNUM. RARNUM is the resources at risk number and is determined for each unique combination of SPECIES_ID, SEASON_ID, CONC, ELEMENT, G_SOURCE, and S_SOURCE for single species or co-occurring groups of species. The items in BIORES include: RARNUM, SPECIES_ID, CONC, SEASON_ID, G_SOURCE, S_SOURCE, ELEMENT, EL_SPE, and EL_SPE_SEA. SPECIES_ID is the numeric identifier of each species and is unique within each ELEMENT. CONC is the concentration of the species and can be descriptive (LOW, MEDIUM, HIGH, etc.) or an actual count of the number of individuals or nests associated with a polygon or point. SEASON_ID contains a numeric identifier for the unique monthly presence, and life history time-period of each species at a given location. There can be one seasonality record per species, or the same species can have different monthly presence or life-history activities at different sites. When this occurs, a new record with a different SEASON_ID is referenced. G_SOURCE contains the SOURCE_ID for geographic information, and S_SOURCE contains the SOURCE_ID for seasonality information. Both items link to the SOURCES data table. EL_SPE is a concatenation of ELEMENT and SPECIES_ID and links to other data tables (primarily the SPECIES table). EL_SPE_SEA is a concatenation of ELEMENT, SPECIES_ID, and SEASON_ID and links to the SEASONAL, BREED and ACTIVITY data tables. The SPECIES data table contains the SPECIES_ID (described above), common name (NAME), scientific name (GEN_SPEC), date of the reference used to determine Natural Heritage Program (NHP) conversion status (DATE_PUB), biological element (ELEMENT), biological subelement (SUBELEMENT), and the NHP global conservation status rank, and the concatenation of ELEMENT and SPECIES_ID (EL_SPE). The item SUBELEMENT refers to the grouping of the species: (ELEMENT, subelement): BIRD: diving, gull_turn, passerine, pelagic, raptor, shorebird, wading, waterfowl. The STATUS data table contains records for each species that is threatened or endangered on state or federal lists. The items include: biology element (ELEMENT), species number (SPECIES_ID), the two-letter state abbreviations (STATE), state or federal status (S_F), threatened and/or endangered status (T_E), date of the state or federal list (DATE_PUB), and the concatenation of ELEMENT and SPECIES_ID (EL_SPE). The SEASONAL data table indicates the presence of a particular species in a particular location by month (JAN-DEC). The BIORES table is linked to the SEASONAL table using the item EL_SPE_SEA (a concatenation of the first letter of the ELEMENT, SPECIES_ID, and SEASON_ID). The values for each month (JAN through DEC) can be "X" or blank. A blank indicates that the species is not present during that month. The BREED data table contains life history information for each species in the database (except for HABITAT and T_MAMMAL, which have no life-history information recorded). The items BREED1-BREED5 will reflect different life history time-periods or activities, depending on the ELEMENT referenced. For BIRDS, BREED1 = nesting. There is no BREED2-5 activity for BIRDS, so these columns are populated with a dash (-). The ACTIVITY data table converts the BREED table into readily understandable text by using a separate record for each month a species is present and a BREED category is used. The SOURCES data table contains metadata for each biological and human-use source listed in the ESI atlas. The items in SOURCES include: SOURCE_ID; ORIGINATOR (author); DATE_PUB (date of publication); TITLE (title of the source); DATA_FORMAT (digital type, hardcopy maps, etc.); PUBLICATION (additional citation); SCALE (source scale denominator); TIME_PERIOD (beginning and ending dates of original data collection), TYPE (type of survey done), SAMP_PLAT (Sampling platform used in survey), SAMP_METHOD (sampling method used for the survey), SPAT_REF_METH (spatial reference method used for the survey). The SOURCES data table is linked to all biological data at the feature and species-level, and all human-use data at the feature-level.

The biological data sets are developed primarily using resource experts, hardcopy materials and digital data to estimate concentration areas. Unlike shorelines, which maintain relative spatial stability through time, the biological resources by their nature migrate across the landscape. Therefore, the 1:24,000 USGS quadrangles are used as a base map in gathering the data, but the data have "fuzzy" boundaries, which must be understood when utilizing this information.

The Bird layer of 2001 was obtained from the Florida Marine Research Institute and was updated to current attribute standards checked for completeness, topological and logical consistency. Updated digital data was imported, merged into the spatial data structure and existing data, and checked for completeness. The updated hardcopy data were digitized, merged with existing digital data, and checked using both digital and on-screen procedures. All point data received from Florida Fish and Wildlife Commission and the Everglades National Park for bald eagles and opsrey were buffered by 1500 meters (Wood and Collopy, 1995) to display nests in a polygonal format. A final quality control check for topological consistency, rules for geography, and database to geography were checked and validated for all relationships.
