Abstract:
This GIS data set represents floodprone areas in florida. The Q3 flood data are derived from the Flood Insurance Rate Maps (FIRMs) published by the Federal Emergency Management Agency (FEMA). The file is georeferenced to the earth's surface using the geographic projection and the decimal degree coordinate system. Specifications for the horizontal control of Q3 flood data files are consistent with those required for mapping at a scale of 1:24000.
The firm is the basis for floodplain management, mitigation, and insurance activities for the National Flood Insurance Program (NFIP). Insurance applications include enforcement of the mandatory purchase requirement of the Flood Disaster Protection Act, which "requires the purchase of flood insurance by property owners who are being assisted by federal programs or by federally supervised, regulated, or insured agencies or institutions in the acquisition or improvement of land facilities located or to be located in identified areas having special flood hazards" (section 2 (b) (4) of the 1973 Flood Disaster Protection Act). In addition to the identification of special flood hazard areas (SFHAs), the risk zones shown on the firms are the basis for the establishment of premium rates for flood insurance coverage offered through the NFIP.
Q3 flood data files convey certain key features from the existing hard copy firm. Edge-matching errors, overlaps and deficiencies in coverage, and similar problems are not corrected during digitizing or post-processing. The Q3 flood data files are intended to provide users with automated flood risk data that may be used to locate SFHAs. More details may be obtained from the paper firm.
The above description was taken from documentation provided with the Q3 flood data files. FMRI has created several coverages based on Q3 flood data files. The files were taken from CD-ROMs listed below in data source information. Only major zones were selected and used in the coverages, not the entire Q3 flood data set. The CD-ROMs have extensive documentation on these coverages. FMRI has loaded these coverages into ArcSDE feature classes.
This data set, FMRI.floodprone_areas_fl_poly, is one of three related data sets. These are areas prone to life threatening floods. FMRI.floodprone_areas_fl_poly only contains zones A, AE, and V. See also FMRI.flood_maps_tier2_fl_poly and FMRI.flood_maps_tier3_fl_poly.
Purpose:
To visually represent geospatial data. An ArcView shapefile of the ArcInfo coverage has been used for the Statewide Ocean Resource Inventory (SORI) project.
Supplemental_Information:
Prior to July 1, 2004, the Fish and Wildlife Research Institute (FWRI) was known as the Florida Marine Research Institute (FMRI). The institute name has not been changed in historical data sets or references to work completed by the Florida Marine Research Institute. The institute name has been changed in references to ongoing research, new research, and contact information.
This data set is missing a few counties.
