Abstract:
This GIS data set represents various maritime limits of the United States, in the Gulf of Mexico and Atlantic Oceans. NOAA's Office of Coast Survey (OCS) is responsible for generating the 3 Nautical Mile Line, Territorial Sea, Contiguous Zone, and Exclusive Economic Zone (EEZ). Traditionally, these maritime limits have been generated by hand from the low water line depicted on paper, U.S. nautical charts. Upon final approval by the U.S. Baseline Committee, these legally-binding maritime limits are applied to the next edition of nautical charts produced by the Marine Chart Division of OCS.FWRI staff downloaded the available limits from NOAA's Web site: <http://chartmaker.ncd.noaa.gov/csdl/mbound.htm> . For other boundaries that were not available on NOAA's site, (Florida 9 mile Natural Resources line, Florida-Alabama State line, and Louisiana Inshore Territorial Sea boundary), FWRI staff heads up digitized these from Nautical Charts, DRG's, or obtained from other sources.

These data were created to represent various maritime limits important to FWRI's BlueWays project.
Supplemental_Information:
Prior to July 1, 2004, the Fish and Wildlife Research Institute (FWRI) was known as the Florida Marine Research Institute (FMRI). The institute name has not been changed in historical data sets or references to work completed by the Florida Marine Research Institute. The institute name has been changed in references to ongoing research, new research, and contact information.

Please cite the original metadata when using portions of the record to create a similar record of slightly altered data, such as reprojection. Users should be aware that comparison with other data sets for the same area from other time periods may be inaccurate due to inconsistencies resulting from changes in mapping conventions, data collection, and computer processes over time. FWRI has not tested the boundaries digitized in-house for accuracy level. They were created for general cartographic reference only. For the part created by NOAA: No specific test was performed on the dataset. The data is a reflection of the largest scale raster nautical charts of the area. NOAA's Processing: Due to new cartographic production processes and the availability of digital products such as Electronic Navigational Charts (ENCs), OCS' Chief Geographer has developed improved techniques for generating more accurate, digital maritime limits. Through the use of Geographic Information Systems (GIS) software such as CARIS' LOTS and ESRI's ArcGIS, the latest vector representations of these limits will be available to NOAA cartographers and the public.To create digital limits, the charted low water line is captured digitally and used as input to CARIS' LOTS: Limits and Boundaries software for the designation of a baseline. Once the limits are created, they are exported to a shapefile file using CARIS' Import SHP utility. These polyline shapefiles are contained within a zipped file.See NOAA's metadata documents for information on the processing of individual boundaries.

FWRI staff downloaded the boundaries from NOAA's Web site and merged the files for the Gulf of Mexico and Atlantic states. Some files had different attribute schemas from the majority, including the MS-LA Continental Zone, the Gulf of Mexico EEZ, and the MS-LA Territorial Sea boundaries. In these cases, the existing attributes were moved to appropriate fields in the schema the majority of files used. FWRI reprojected these files into Albers. Then FWRI added boundaries that had been digitized in-house including the Louisiana inshore Territorial Sea, the Florida-Alabama state line, and the Florida 9 mile Natural Resources line. These boundaries were given attributes within the NOAA attribute schema, but no approval date was recorded since these are not approved boundaries.
