The methods used for this study follow those described in the 1995 report by Sargent et al. "Scarring of Florida's seagrasses: assessment and management options," FMRI Technical Report 1. These methods were used in this study to survey and map propeller scars in the Charlotte Harbor region. A combination of analysis of aerial photography and field observations during low elevation flights were used to collect the propeller scar extent and severity data, which was then converted into maps using a geographic information system (GIS).
The process involved five main steps: 1) Collection and standardization of aerial photography appropriate for evaluating the seafloor within the study area. 2) Creation of draft maps through digital delineation of polygons that represent locations and degree of propeller scarred areas seen in the digital imagery. 3) Flights over the study area to edit the draft maps produced from Step 2. 4) Edits to the draft maps based on field observations in Step 3. 5) Quality control and assurance measures of the final maps with a geographic information system (GIS).
Purpose:
The GIS data set was created to map the extent and severity of boat propeller scarring in the seagrass habitats within the boundaries of the Charlotte Harbor National Estuary Program. This data set is an update to the statewide data published by the Florida Marine Research Institute in 1995.

The aerial photography used in this study was originally acquired for the Southwest Florida Water Management District in 1999 for the purpose of mapping submersed aquatic vegetation extent.
Prior to July 1, 2004, the Fish and Wildlife Research Institute (FWRI) was known as the Florida Marine Research Institute (FMRI). The institute name has not been changed in historical data sets or references to work completed by the Florida Marine Research Institute. The process involved five main steps: 1) FWRI performed collection and standardization of aerial photography appropriate for evaluating the seafloor within the study area. Mosaics were created and then converted to MrSID compression formats for deliverablility in the project. 2) FWRI created draft maps through digital delineation of polygons that represent locations and degree of propeller scarred areas seen in the digital imagery. The photography used as the basemap was flown in 1999. Polygons were delineated using the imagery at the highest resolution available. 3) Flights over the study area were conducted in 2003 to edit the draft maps produced from Step 2. In order to limit error in the seagrass scarring polygons, we used a boat to verify whether or not seagrasses did exist in these spots and then correct the assumptions in the scarring polygons. In some cases new polygons matched the seagrass from SWFWMD or SFWMD so these scar polygons were snapped or traced to the seagrass polygons to limit errors. 4) Edits to the draft maps were made based on field observations in Step 3. The ancillary data used to create the data set were 1999 SWFWMD and SFWMD seagrass and shoreline GIS data sets. Those data were used in the background to both verify that the bottom types were seagrass in the Water Management Districts' data sets, which in most cases were correct. However there were a few spots in which seagrasses were present and not in the data set. This could be attributed to several different factors in the seagrass data set?s orginal creation i.e; weather, seasonal variation in the estuary, anthropogenic influence, storm events, etc. The shoreline data set was used minimally due to lack of detail and low cluster tolerances. 5) FWRI conducted quality control and assurance measures of the final maps with a geographic information system (GIS). The map topology cluster tolerance was set to .000256 meters to reshape all edges and features in the data set to the same precision. The GIS data management team conducted a QA/QC for logical consistency, sliver gaps and overlaps in the data.
This analysis was done with a higher version of the same software that was used in the 1995 study. We used ArcInfo Workstation 8.3 and used the feature class and feature dataset capabilities of the personal geodatabase.
