This GIS data set represents 2006 seagrass data for St. Joseph Sound and Clearwater Harbor, Tampa Bay, Sarasota Bay, Lemon Bay and Charlotte Harbor.
Purpose:
This data layer illustrates 2006 seagrass data. It is used for resource management and cartographic purposes.

Interpreted from 1:24,000 natural color aerial photography flown on 2/1, 2/6, 2/8 and 2/10/06.Data were compiled in a 3D environment using Kork Digital Stereo Plotters (KDSP).Prior to July 1, 2004, the Fish and Wildlife Research Institute (FWRI) was known as the Florida Marine Research Institute (FMRI). The institute name has not been changed in historical data sets or references to work completed by the Florida Marine Research Institute. The institute name has been changed in references to ongoing research, new research, and contact information.

The District performed an accuracy assessment on the data to compare in-field classification to photointerpreted map classification. 90 random sample points of polygons coded were generated of which 75 were seagrass and 15 were Tidal Flats. The sites were located in the field with a Global Positioning System (GPS). A 90% accuracy rating for seagrass categories based on the 75 randomly selected seagrass sample points was required.

Aerial photography was scanned at 13 microns at 1:24000 providing a 1 foot Ground Sample Distance or 12" pixel resolution digital image and existing Continuously Operating Reference Stations(CORS) in Tampa were used for GPS collection.Seagrass data were stereoscopically photointerpreted from 1:24000 scale natural color aerial photography.The FDOT Florida Land Use, Cover and Forms Classification System (FLUCCS) was used, in modified form, to code features within the 2004 SWIM study area boundary. Minimum mapping unit (mmu) for all classes was 0.5 acres. Ground truthing was performed during the photointerpretation phase to ensure classification accuracy and consistency of PI with existing 2001 seagrass data.Seagrass previously mapped in 2004 within the passes were not delineated in 2006 because of high turbidity. This omission resulted in some 'false' change polygons in the 2006 update.Digital compilation of the new baseline maps was carried out by photointerpreters experienced in seagrass delineation, using Kork Digital Stereo Plotters (KDSP).KDSP allows stereo viewing of the imagery with panning/zoom capabilities so that accurate and detailed photointerpretation can be accomplished.The softcopy stereoplotters have vector superimpositioning capabilities allowing photointerpreters to superimpose digitized linework and labels over imagery during the photointerpretation process.The automatic and interactive editing capabilities greatly simplify and speed up the editing phase of a mapping project.2001 Seagrass data was referenced as collateral information during the compilation process.

Kork Digital Stereo Plotter (KDSP) files were converted to dxf files for exportatation into ARC/Info to run automated validation routines. Quality control checks for digital data consisted of unlabeled, multi-labeled and contiguous polygon errors as well as dangles and sliver polygons. Polygon topology was created and label errors and node errors were run in ARC/Info. Coverage characteristics were adhered to, as specified by the contract (tolerances, projection definition, PAT items etc.). Segment data was extracted using the segment coverage provided by the District. Acreage calculations were derived from the ARC/Info coverages and delivered in EXCEL spreadsheet format.The coverages were converted to a shapefile for final delivery.

The shapefile was imported into SDE using ArcGIS 9.2. The feature classes were created with column names, shape type, grid size, and projection information defined during creation. An X/Y Domain and Precision were set at MinX: -700,000; MinY: 2,000,000; Precision: 1000. Z-Values were set at MinZ: -20; Precision: 1000. The Grid Tile Size is 100,000. Data was then loaded into the feature classes from the coverages using the 'Load Data' tool in ArcCatalog 9.2. FLUCCSCODE indexes were created for attributes when there were more than 100 records in the data set.

Bays and Estuaries; All permanently flooded, open water, non-vegetated areas within the study area to the consistency of brackish water. The photosignature for 5400 is usually a smooth, bluish-green color, but can sometimes appear dark blue depending on water depth and turbidity levels. It can usually be found on the deeper edges of seagrass beds and in residential canals. Sometimes a 5400 polygon will be elongated and linear with straight edges, denoting a man-made channel dredged through a shallow water area (i.e. Intracoastal Waterway).

Marine was separated from Bays and Estuaries by dividing lines extending across the inlets which join the Gulf of Mexico with Clearwater Harbor. Tidal flats; Non-vegetated areas of sand or mud which are exposed at least once during the year or are capable of supporting seagrass populations for that segment of the bay (i.e. approximately six feet depth). This category is composed of that portion of the shore environment protected from wave action, as in the case of estuaries, comprised mostly of muds transported by tidal channels. An important characteristic of the tidal flat environment is its alternating tidal cycle of submergence and exposure to the atmosphere. The photosignature for 6510 is very smooth and obviously non-vegetated. The signature can be different colors depending on water dept and turbidity levels. It can appear white (very shallow, sandy areas), light green (deeper, sandy areas), gray (murky water) or even light brown in some tannin-stained areas. 6510 is usually found on the shallower edges of seagrass beds, either along the shoreline or on the crest of a barrier-type seagrass bed.

Beaches other than swimming; Isolated strands of open (non-vegetated) sand, not typically accessible (on islands and fringes). The photosignature for 7100 is usually a smooth, bright white or tan color and can be found along mangrove and spoil islands throughout the work area. These areas can be describe as naturally occurring sandy beaches or beaches formed by spoil deposition, both of which are not often used for recreational purposes.

Patchy seagrass; This category appears as singular, isolated patches of seagrass or extensive areas of patch strands mixed with open bottom. Typically these areas appear as round clumps, or as elongated strands mixed with sand. The photosignature for 9113 usually has a rough texture when viewed through a stereoscope, and is bluish-gray to almost black depending on water depth and turbidity. 9113 can be found on the deeper and shallower edges of continuous seagrass beds or can be large and expansive and cover the entire bed.

Continuous seagrass; These areas exhibit a continuous and uniform signature. Small, (less than one-quarter acre) sandy bottom features may be interspersed within the bed, but these areas are not dominant. Areas that appear as continuous beds of seagrass communities, regardless of species composition, will be mapped. The photosignature for 9116 is more smooth than that of 9113 but still has some texture. It also can be bluish-gray to almost black, but has only a few areas of open bottom showing through to interrupt the continuous signature. 9116 usually can be found in the center of large, healthy seagrass beds and sometimes runs parallel to the shoreline for hundreds of meters.
